Hickok 539A tube test set

Description

The bias and voltage meters were suspect so I installed a new military grade volt meter, and found a nice working original bias meter. The set performs short, gas and gm tests. The main panel meters moves well, and the tubes heat fine, but the two new meters are not responding, so it cant do a proper line test nor test values properly yet. The volt meter registers but doesn't react to the line knob as it should. The bias meter doesn't respond at all, so the other was probably fine and that circuit needs further work that is beyond my skill level, so I'm asking less than I have in it.
A new SS 83 tube was installed and a strong 5Y3. Lamps were replaced and a new chart window also. I've included a new manual, a new pair of cap leads and a heavy duty grounded PC.
The case was refurbished, and a lid chain was added to replace the original hook latch. Overall appearance is very good. Nothing broken or missing except whatever is causing
it to not work right. The dual transformer 539 series were some of the most highly regarded test sets Hickok made.
